The SVC-CAMFT Board hopes 2016 rounded out nicely for you. As a chapter, our success was due to the dedication of our President, Patricia Saint James, the Executive Board, committees, and volunteers. Successes included our traditional offering of 2 CE workshops and networking opportunities as well as the two day law and ethics workshop. The year ended with a wonderful event celebrating our 45th anniversary honoring past Presidents of SVC-CAMFT.
Your passion for marriage and family therapy and your membership with SVC-CAMFT has and continues to ensure our legacy and strength as a chapter. Special thanks go to our Nomination Committee: Karen Hefler, Colene Sawyer Schlaepfer, Heather Blessing and Patricia Saint James. At the annual meeting in January we have much to do, from installment of officers to budget review, and much more, including member engagement. Welcome to the section of the SVC-CAMFT newsletter, Legal Beagle written by Darlene Davis, LMFT. The chapter thought it would be helpful to keep you updated on new laws, legislative pursuits or actions, as well as ongoing legaland ethical dilemmas we all face in our career as Licensed Marriage and Family Therapists, Interns, and Trainees. Please feel free to ask questions that you have and I will do my best to investigate and post your answer in the newsletter. Please note that articles are based on information from CAMFT and/or the BBS and have been researched to the best of my ability. This is not meant to be legal advice. Please contact CAMFT or Board of Behavioral Sciences for any legal matters you need assistance for.
I hope you all enjoyed a wonderful and restful holiday season! We are starting a new year (wasn’t it just 2015?!!) and there are many changes in our rules and regulations. Here are a few pertinent ones I thought you might want to be aware of.
I. SB-1478 Interns will be known as Marriage and Family Registered Associate and Professional Clinical Counselor Associate. This will go into effect January 2018. This gives time for the BBS to change wording in rules and regulations. You will have until 2020 to change all your advertising material. This is a great change that came out of the supervision committee meetings. Hoping it will assist the consumer in their understanding that an “associate” formerly known as “intern” is no longer in school and is under supervision of a licensed clinician.
II. AB 1917 Legislation was signed by the Governor and will go into effect January 1, 2017 that defines education gained out-of-state will be based on the location of the school, instead of based on the residence of the applicant. When you apply for licensure your educational requirements will be determined by whether it is out-of-state or not by the location of the school.
Also included in the bill specifies that face-to-face counseling requirement of the PCC’s practicum coursework be face-to-face counseling of individuals, couples, families, or groups. This counseling must be supervised for applicants seeking licensure as a professional clinical counselor.
This bill would require that the degree’s practicum and field study experience involve direct client contact.
This bill would prohibit remediation of the core content area of assessment, appraisal, and testing of individuals, as specified. The bill also would prohibit the remediation of the core content area of the principles of the diagnostic process and the use of diagnostic tools, as specified.
III. AB 1808 Legislation was signed by the Governor and goes into effect January 1, 2017 allowing trainees to counsel minors age 12 years and older with some stipulations. The bill requires the marriage and family therapist trainee, the clinical counselor trainee, the psychology trainee, or the social work intern to notify his or her supervisor or an on-call supervisor, as specified, at the site where the trainee or intern volunteers or is employed within 24 hours of treating or counseling a minor. The bill requires the trainee or intern, if upon the initial assessment of the minor the trainee or intern believes that the minor is a danger to self or to others, to notify the supervisor, as specified, immediately after the treatment or counseling session.
IV. Barriers of LMFT’s working in the Dept. of Veterans Affairs (VA) have been lifted! Although legislation allowing LMFT’s to work in the VA have been in place a major barrier was that you had to have graduated from a COAMFTE accredited school. President Obama removed this barrier. In order for an LMFT to work in the VA they: Master’s or higher degree in marriage and family therapy, or related field, and from a regionally accredited institution. Is licensed as a MFT and hold the highest level of licensure offered from the State. (sorry interns) Passed either the AMFTRB exam or the BBS California Exams.
V. AB 1001This bill expands the definition of mandated reporter to include a board member of a public or private organization whose duties require direct contact and supervision of children, including a foster family agency. By imposing the reporting requirements on a new class of persons, for whom failure to report specified conduct is a crime, this bill imposes a state-mandated local program. The bill also requires the department to develop a notice regarding the reporting of complaints and would require the posting of that notice in all foster family agencies, as specified. The bill requires that if the department, as a condition of licensure, requires the chief executive officer or other authorized member of the board of directors and the administrator of a foster family agency to attend an orientation given by the licensing agency that outlines the applicable rules and regulations for operation of a foster family agency, that orientation shall include a description of policies, procedures, or practices that violate the provisions described above governing mandated reporters. The bill requires the department to take reasonable action, including, among other things, prohibiting a person from being a member of the board of directors, upon a finding of a violation of the provisions described above governing mandated reporters. Signed by Governor and goes into effect July 1, 2017.
There are many upcoming changes in legislation if approved for supervisors and supervisees. I will report on these once the legislation is completed. There is a list of these in the current CAMFT magazine. Stayed tuned for more changes in 2017.

This program will benefit LMFT, LPCC, LEP and LCSW licensees and pre
licensees. It is important for MFTs and LSCWs to be aware of how
neurofeedback can be utilized by clients as an adjunct treatment
modality to psychotherapy for the reduction of emotion dysregulation in
relationships.
Includes: Breakfast and meets the qualifications for 2 hours of continuing
education credit for LMFTs, LCSWs, LPCCs, and/or LEPs as required by
the California Board of Behavioral Sciences. Sacramento Valley Chapter
of California Marriage and Family Therapist CAMFT CEPA CE Provider
#62279 CE Credit will be awarded on site and to participants at
completion of the course. No CEs will be awarded to persons arriving late or leaving early. Partial CE credit will not be awarded.
Workshop Information:
Ce Eshelman, LMFT is an Attachment Specialist who will be presenting on
the attachment enhancing aspects of neurofeedback at the January
Chapter meeting. In her practice, Ce hears each day from adoptive
parents just how effective neurofeedback has been in creating peace in
their lives.
If a client of yours is dysregulated from attachment trauma and
maltreatment in the early years, then neurofeedback is an
effective first line of attack on that over-arousal issue. While
neurofeedback is not a cure-all for emotion dysregulation, it is a
foundational beginning for balancing disruptive brainwaves. After
neurofeedback treatment, breaking bad habits, changing negative
cognitions, and creating new neuropathways becomes "measurably" more
possible.
This month’s presentation will focus on attachment challenged children and parents
and how neurofeedback strengthens the bonds of attachment by internally empowering felt safety in children from difficult beginnings.
Presenter Bio: Ce Eshelman, LMFT, is an attachment specialist, author, and founder of
The Attach Place Center for Strengthening Relationships. With 27 years
of experience and training, she began specializing in attachment and
trauma treatment 17 years ago after adopting her two children from the
foster care system. Ce has been fortunate to receive training from
Master Psychotherapists, including the late Virginia Satir, James Framo, Francine Shapiro, Marsha Lanahan, Sue Johnson, Bruce Ecker, Pat Ogden,
Daniel Siegel, Daniel Gottman, Bruce Perry, Karyn Purvis, Bessel van der Kolk, and many more. In March 2016, she published Drowning with My Hair on Fire: Insanity Relief for Adoptive Parents. It is a compilation of
supportive love letters to adoptive parents designed for daily
inspirational reading.

Special Feature
My One New Year's Resolution

Every year I do New Year's Resolutions and every year within days or
weeks I fail. Then I beat myself up for not having stronger will power
and though I promise myself that I can just restart, I somehow never get back to those resolutions. Every year I get more anxious that I will
fail quickly which then gives me self-doubt which drives me to sabotage
myself so I don't have to be anxious that I will fail.
My birthday is December 31, so it makes it even easier to fall into this
repeated cycle. One year older, one year wiser - yup I should be able
to do it THIS time. But then my anxiety cranks up, I can't fail this
time, or I am a failure.
One year I planned on not
making New Year's Resolutions so I wouldn't fall into my normal cycle,
but by January 2nd, I felt I was "being lazy" and "making excuses" not
to make New Year's Resolutions so I made them and then within a month
"failed".
So this year is going to be different, I am
going to make one New Year's Resolution that I can't fail and that is a
real honest resolution.
I resolve that in 2017 I am going to be good to myself.
So what does this mean?
It means I will eat healthy, exercise, and do things good for my mental, emotional, spiritual and physical health.
It also means that if I make a mistake or "fall off the wagon" I have to be good to myself.
I cannot obsess about being a failure, or that I wasn't good to myself at that moment, instead I have to focus on being good to myself and
realizing that everyone slips up, including me and berating myself is
not being good to myself.
So basically I am resolving
to forgive myself and continue being good to myself. The best part is
if I do feel like a failure for a bit, I don't have to be upset for
feeling that way and decide to be good to myself and let it go and keep
working forward.
So here is to a good 2017 that I am good to myself.

Review: I keep purchasing copies of this book for my clients that are raising traumatized children. Ce' is honest about the mistakes she has made and how her own issues interfered with raising her children with attachment and trauma issues. As a parent who has also raised children with attachment issues, I cried and laughed while reading the book, but most importantly felt I was not alone and was understood. I also felt encouraged. My clients said that this book has helped them between our sessions, knowing they were not alone and giving them ideas and hope. This book is from the heart and real and like real life, there is no real ending and it is a bit chaotic, but that is what makes this book so invaluable - it is real and true to life.
